Class AchievementSyncSteamSignInFlowTests

The Steam QR sign-in flow, driven tick by tick against a scripted Steam, a scripted minter and a clock the test moves by hand. A scripted call answers with an already complete task, so a tick that starts a call is followed by one that handles its answer; a test that needs a call still in flight asks the scripted Steam or minter to hold its answers and completes the held task by hand.
