    Remarks

Regression coverage for the latch-order bug this method fixes: the old call site checked ConsumeSeedRequest(out Object) before CanProceed, so an unconfirmed package-content match burned the one-time seed latch the moment it resolved — the author's later confirmation then never triggered the load, because the target already read as seeded. Driven directly against the step gui (no window, no GUI frame) via its Serenity.Menu.Infrastructure.Editor.Builder.MenuServiceSettingsStepGui.TargetForTests seam, since nothing under test needs the wizard's step table.
