Class SystemBootTaskWiringInspectorTests

EditMode tests for SystemBootTaskWiringInspector. The profile-scanning half of the question is already covered by InstallTaskAuthoringTests.ProjectOwnedProfileNamesByInstallMethodName_* against real scratch profiles; these tests only need a method name real enough that no project profile coincidentally carries it, so a made-up name stands in without needing a scratch fixture of its own.
